Witnessed a driver dang near rear-ended a car. On more than once occasion they are seen driving down 198 from this base at speeds of 65+mph... There are people with children in these cars, babies and dogs. I get they may hate their own life but don't endanger anyone else. Called dispatch and reported it. If seen again will just call local PD and have them deal with it. Total disregard for the life's of others.
